Navigating the future of council-community engagement

For local government, Artificial Intelligence (AI) isn’t just a technical shift; it’s a fundamental change to the relationship between a council and its community. This shift presents two interconnected challenges that demand proactive thinking from every council in the country.

The Double-Edged Sword of Citizen Expectation and Social Inequality

The integration of AI forces local councils to navigate a sharp divide, simultaneously facing pressure for instant modernisation and the risk of widening social gaps.

On one hand, the AI-savvy citizen demands instant service. Residents, accustomed to the speed of global tech companies, will no longer accept delays for permits or pothole reports when AI could handle initial checks and log requests instantly. This surge in high-speed, high-expectation engagement risks overwhelming traditional council operations.

On the other hand is the challenge of social inequality. The AI revolution is not uniform; it creates a differential advantage. Citizens who are AI-savvy—often falling into specific generational groups with higher digital adoption rates—gain significant benefits, accessing faster service and personalised engagement. Meanwhile, those who are elderly, digitally illiterate, or lack adequate internet access risk being left behind . This gap creates a dangerous imbalance: one group gains a powerful, expedited channel for engagement while another sees their voice and access to essential services diminished. The council’s critical role is not to slow down AI adoption, but to actively employ its own intelligent capabilities to bridge this divide, ensuring that interacting with local government is equally easy and intuitive for all citizens, regardless of their digital literacy level.
